California’s 2020 Water Initiative

The Irrigation Association (IA) met with the California Department of Water Resources (CA DWR) in September to discuss important water initiatives, one of which directly affects landscape contractors - AB 1881.

As the “20 by 2020” initiative mandates California water purveyors reduce water use by 20 percent by the year 2020 the IA, CA DWR, and the Association of California Water Agencies have pledged to work together to meet this goal.

Their objective is to help purveyors meet this mandate by encouraging the use of smart controllers and IA landscape best management practices, with incentives yet to be determined.

The CA DWR also expressed interest in re-drafting the AB 1881 ordinance to reduce the complexity of water planning requirements, and asked the IA for assistance in educating municipal governments about AB 1881.

Comment: Glad to hear we are discussing this. I have been trying to find out how and when 1881 will be implemented for over two years. Technically it is law, just not being enforced since the energy commission did not finish its work on how to implement and label the controllers. In theory, as I understand it, this would prohibit the sale of non smart controllers in California. The questions I would ask are: Is the CEC going to restart its public meetings (last I heard they were), Would the controllers need to be WaterSense labeled, does it apply to add-ons or plug-ins which are not controllers, does it also apply to battery powered controllers? and finally when is the law expected to be implemented?

Comment: This is a great update and reminder of the fact that there are mandates and incentives that affect the Green Industry especially here in Calif. and we as the professionals need to stay abreast of the laws and changes that can affect our industry and livelihoods.
